Participation & Commitment

Does participating in ADCP cost anything?
No. There are no membership fees during the 18-month pilot phase. ADCP is designed to demonstrate value before asking participating countries to make any financial commitments. Future sustainability models will be developed consultatively with participating countries.
Is the Expression of Interest legally binding?
No. Submitting an EOI carries no financial, legal or institutional obligation, and does not constitute a commitment to future participation beyond the pilot period. It simply registers your institution's interest in engaging with the program.
What does participation actually require?
Participation is designed to be light-touch. You are asked to nominate one focal point, engage in selected peer learning events and consultations, and provide feedback where you are able. There are no mandatory reporting requirements or data submission obligations during the pilot phase.
Can we withdraw from ADCP if we join?
Yes. Participation is entirely voluntary. Institutions can withdraw at any time during the pilot phase without any obligation or consequence.
Will ADCP compete with our existing regional memberships?
No. ADCP is explicitly designed to be complementary to existing national, regional and development institutions. It fills the gap at continental level where no equivalent platform currently exists.

Program & Governance

Who runs ADCP?
ADCP is coordinated by a small founding secretariat with direct experience in African dairy sector development and continental agricultural coordination, operating under a Steering Committee of participating national institutions. Details of the founding coordinators are available upon request.
Will ADCP advocate for specific policy positions on our behalf?
No. ADCP is explicitly neutral and does not lobby for specific policy positions. Its role is to provide intelligence, coordination and convening — giving countries the evidence base to make their own informed decisions.
What happens after the 18-month pilot phase?
At the end of the pilot, participating countries will collectively decide — based on the evidence and value experienced — whether and how to proceed toward a formal continental dairy body. There is no predetermined outcome.
Is ADCP open to private sector organisations?
Private sector actors are welcome to engage in consultations, contribute market insights, and participate in learning activities — but do not hold governance or decision-making roles during the pilot phase.
Who funds ADCP during the pilot phase?
The pilot phase is supported through founder-funded, in-kind contributions from the founding secretariat. No costs are passed to participating countries during the pilot. Select outputs may attract sponsorship, provided this does not compromise ADCP's neutrality.
